The Trustee serves three primary functions: (1) collecting all county property taxes (all property, real and personal, tangible and intangible, must be assessed for taxation by the state or its political subdivisions unless property is declared to be exempt by some provision of Tennessee law); (2) keeping a fair regular account of all money received, and (3) investing temporarily idle county funds.

The Trustee disburses sales tax revenues and other state and local taxes. The Trustee acts as a Treasurer for the County, receiving and paying out funds, and must keep a detailed account of these transactions.

In addition, the Trustee administers a state funded Tax Relief Program for elderly and disabled citizens and disabled veterans. For qualifying applicants, the State of Tennessee will pay a portion of the property taxes for their home. Application must be completed no later than 35 days after February 28th tax payment deadline.

Phil Tuggle serves as Trustee and was elected in 2002 and re-elected in 2006. In 2005 he was awarded the designation of Certified Public Administrator by The University of Tennessee. Also he is a graduate of The University of Tennessee Local Government Leadership Program. A lifelong resident of McMinn County, a graduate of McMinn Central High School, attended Cleveland State Community College. Phil is a member of County Officials Association of Tennessee, Tennessee Trustee Association and East Tennessee Trustees Association.

The current year taxes are due and payable beginning October 1st through the last day of February the following year.
